CHARLES J. BALLAY,was born in Port Sulphur, Louisiana in 1952. He graduated from Louisiana State University in Baton Rouge in 1974 with a Bachelor of Arts in Pre-Law and a Juris Doctorate degree in 1976. He was admitted to the bar and began practicing law in 1976 as an associate of Robert L. Lobrano, retired Judge, and in 1980 co-founded the firm of Lobrano, Ballay & Braud, later changing the name to Ballay & Braud, now currently Ballay, Braud & Colon, PLC. Mr. Ballay also serves as 1st Assistant District Attorney for Plaquemines Parish, having started as an Assistant District Attorney in 1980 and 1st Assistant in 1985. He is a member of the Plaquemines Bar Association (President 1980-81), Louisiana State Bar Association (Member, House of Delegates 1981 - 2000), American Bar Association, Louisiana Trial Lawyers Association and Association of Trial Lawyers of America. He is admitted to practice before all Louisiana State Courts, the U.S. Supreme Court, the U.S. Court of Appeals, Fifth Circuit and Eleventh Circuit and the District Courts, Eastern, Middle and Western Districts of Louisiana. Mr. Ballay is married and the father of three children.



STEPHEN C. BRAUD,was born in Marksville, Louisiana in 1947. He graduated from the U.S. Air Force Academy in Colorado in 1970 with a Bachelor of Science degree in Aeronautcal Engineering. He received a Juris Doctorate degree from the Louisiana State University School of Law in 1978. In 1980, he co-founded the firm of Lobrano, Ballay & Braud, PLC, with Robert L. Lobrano, retired Judge, Fourth Circuit Court of Appeal, and Charles J. Ballay. Upon Robert Lobrano's election to the Bench, the firm name was changed to Ballay & Braud, PLC, and now Ballay, Braud & Colon, PLC. Mr. Braud served as the Parish Attorney for the Plaquemines Parish Government in which capacity he oversaw a staff of seven persons engaged in insurance defense, port authority, oil & gas, sales tax, contract and general municipal law matters. He appears regularly before the Louisiana State Mineral Board and the Louisiana Commission of Conservation on various oil and gas matters. He also works closely with the Louisiana Legislature on matters affecting the oil and gas industry. He currently serves on the Board for the Natural Resources Section of the Louisiana State Bar Association, and he is a charter member of the Governor's Task Force on Elder Law. Mr. Braud is a member of the National Association of Elder Law Attorneys, the Louisiana Levee Boards Association, the National Institute for Municipal Law Officials, the Plaquemines Bar Association, the Louisiana State Bar Association (Member, House of Delegates , 2000), and the American Bar Association. In addition to his admission to practice in Louisiana, Mr. Braud is admitted before the U.S. District Court, Eastern, Middle and Western Districts of Louisiana, and the U.S. Court of Appeals, Fifth Circuit. Mr. Braud is married and is the father of two children.



ADRIAN A. COLON, JR.,was born in New Orleans, Louisiana on February 16, 1965. He attended Spring Hill College in Mobile, Alabama and received a B.A. in History in 1987. Mr. Colon received his Juris Doctorate from Loyola University in New Orleans in May, 1990. Legal Fraternity: Phi Delta Phi. Besides being admitted to practice in Louisiana, he is also admitted before the U.S. Court of Appeals, Fifth Circuit and Eleventh Circuit and the U.S. District Court, Eastern, Middle and Western Districts of Louisiana. Before joining the firm in March, 1992, Mr. Colon was an associate with the New Orleans law firm of Courtenay, Forstall, Guilbault, Hunter and Fontana. He is a member of the Plaquemines Parish Bar Association (President 1995-96), Louisiana, American and Federal Bar Associations in addition to the Louisiana Trial Lawyers Association and the Association of Trial Lawyers of America. Mr. Colon serves on the Metrovision School to Career Law Consortium and the Metropolitan Leadership Forum.
